Minutes of the Meeting held on September 7th 2010

Minutes
Adoption of minutes of the last meeting was postponed given the number of absent community councillors.
Community Police Officer’s Report
KK indicated that there was little to report and that the village appeared to have been relatively quiet over the summer. A number of traffic offences on the A811 were noted. It was agreed that the new PACT priority should focus on minor traffic offences in the village [inconsiderate parking, speeding etc.]
Action: Minor traffic offences to be the new PACT priority
Housing Survey
The Secretary reported that the Community Council had been sent the draft questionnaire and covering letter from Housing Services for comment and following a special meeting of community councillors on August 24th a number of suggested changes had been sent to Tony Cain. An email from Tony Cain dated 30th August indicated that the suggested amendments were acceptable to Housing Services and a revised form and letter would be sent out to the Community Council in due course. This had not yet been received and it was noted that the timetable for the survey may now extend into October.

Secretary’s Report
[1] Housing Allocation Policy
The Community Council was consulted on proposed changes to Stirling Council’s housing allocation policy. It was noted that applicants could select as many letting areas as they wished and it was noted that this might give a distorted view of actual demand for particular areas.
Action: Secretary to raise the issue with Housing Services
[2] Rural Development Programme Consultation
The Community Council has been consulted on the Scottish Government’s approach to rural development. The document, “Speak up for Rural Scotland” can be viewed online at www.scotland.gov.uk/consultations/current . It was not felt that there were any particular issues for Gargunnock, although the document encouraged both small scale affordable housing as well as seeking to empower local communities.

[3] Community Pride Fund
The Community Council has been notified that the deadlines for applications to the Council’s Community Pride Fund are: November 12th and February 18th 2011. It was agreed that the Chairman and MC would submit an application for funding for a new notice board in time for the November 12th deadline.

[4] Invitation to Special and Annual General Meetings of Rural Stirling Housing Assocition
An invitation to the RHA AGM which is to take place on 15th September at 7.00pm in the Roman Camp Hotel, Callander has been received by the Community Council.
Action: Noted
[5] Interactive Community Council Website
A letter from Strathfillan Community Council drew attention to a new website www.scottishdemocracy.com which includes a private section for use by local community councillors. It was suggested that the Community Council and individual councillors may wish to register and use the site which is free of charge.
Action: Community Councillors to visit the site and report back to the next meeting on whether Gargunnock CC should register.
[6] Review of Polling Districts and Places
A letter had been received from Stirling Council on this subject but no changes were suggested for Gargunnock.
Action: Noted
[7] Flooding Briefing Note
A letter had been received from Stirling Council Environmental Sevices regarding hosting a meeting at which areas of potential flood risk could be discussed with representatives from SEPA and the Scottish Flood Forum. It was noted that attempts to obtain flood risk maps for Gargunnock had not so far been successful and no date for a prersentation had yet been agreed.
Action: Secretary to contact Environmenmtal Services re current status of plans for a meeting in the village.

The current GCC account balance stands at £707
Planning Report
The Community Council had been consulted on a proposal to create a cafe at the Boquhan Agricultural Centre [10/00472/FUL]. Following consultations with community councillors it was agreed to support this application, given satisfactory access arrangements, design details and the potential to create some local employment.
It was noted that no decision had yet been made in relation to the proposal to demolish the Provost Park cottage to which the Community Council had objected.
Action: Noted
Future Programme
It was noted that a meeting still had to be arranged to consider flooding risk in the village and that a presentation by the Rural Housing Association might be considered for a future date but that in the immediate future the focus of the Community Council’s efforts should be in dealing with the proposal for council housing in the village.

Any Other Business
[1] Reducing Doorstep Crime Partnership
The RDCP has arranged an anti-counterfeit event, "Can you spot the fake? on Thursday 16th September, from 9.00 am till 4.00 pm, within the Thistle Marches Shopping Centre to which all community groups are invited.
Action: Noted
[2] Community Council Communication
A letter had been received from a village resident querying how, Community Council members, agendas and minutes were publicised. The Chairman agreed to respond to this after consultation with councillors.
