Gargunnock Community Council

Minutes of the Meeting held on February 10th 2009

 Minutes and Matters Arising

Adoption was proposed by Maitland Clark and seconded by Edmond Mansion.  There were no matters arising not otherwise on the agenda.

 Community Police Officer

In her absence the KK submitted a written report. This indicated that there were no reported crimes over the past month and one minor traffic offence. Action had been taken in relation to those responsible for vandalism at the school. KK also carried out a radar check on Leckie Road between 1700 and 1800 hours – there were 10 vehicles surveyed and none were speeding.

Action: Noted

 Proposed Housing in Gargunnock

Following the last meeting, a number of issues were raised with Tony Cain and a response had been received which had been circulated to all Community Councillors. This indicated that the Council did not yet know if their bid had been successful and that if it was, the new housing construction would not start until the early part of 2010. There were also assurances that the mix of housing would be balanced, “avoiding concentrating significant numbers of those with high support needs in a single location”.

A draft housing questionnaire had been circulated and following discussion it was agreed to add a further question about the preferred allocation policy. Residents would be notified about the survey in the next issue of the Gargunnock Newsletter, but it was agreed that it should not proceed until it was clear that the Stirling Council bid had been successful.

Action: [1] The Secretary to keep in contact with Tony Cain to monitor the status of the Council’s housing bid

[2] The Secretary to revise the questionnaire and check with the village shop their willingness to receive completed questionnaires

[3] An item on the proposed survey to be included in the next issue of the Gargunnock Newsletter

Beeches Path Maintenance

The Secretary reported that he had met with Norrie Gilmour of CSBO to discuss work on the path. Norrie indicated that this is a project which CSBO could undertake but the Community Council would have to pay for materials [and transport, if material had to be moved off site]. A 3 phase programme was envisaged [1] draining the ditch – if possible [2] removing material from the ditch [3] rebuilding the path with new material. However, progress was being held up by the inability to identify the owner of the path, although Penny Stoddard, the Council’s Paths Officer was pursuing this.

Action: Secretary to liaise with Stirling Council re the implementation of the project

Secretary’s Report

The following items of correspondence had been received since the last meeting:

Email from Stirling Council re Scottish Government Planning Consultations– The email indicated that the Community Council should register for online alerts of planning consultations. Following discussion it was also agreed that the Secretary should take over the receipt of the weekly list from Stirling Council

Action: Secretary to register the Community Council for online planning consultation alerts and contact Stirling Council re the change in arrangements re the weekly planning list

Low Flying Aircraft – The CC had received a letter from Thornhill CC re a possible meeting with the RAF re their low flying training programme in the area. This was not thought to be a contentious issue in Gargunnock

Action: Thornhill CC informed that Gargunnock CC would not wish to take part in any meeting with the RAF

Scottish Water Open Board Meeting  – Notification was given of a meeting of the Scottish water Boards on Wednesday 18th March at 6.00pm at the Grange Manor Hotel , Grangemouth to which the CC had been invited.

Action: Noted.

Area Forum – Forth Valley College Joint Meeting - Notification was given of a meeting of the Area Forum and Forth Valley College on Monday 16th February in the Stirling Council Chambers to which the CC had been invited.

Action: Noted.

Treasurer’s Report

The Treasurer reported that the Community Council had now received the administration grant and that accordingly the account currently stood at £948.63

Other Business

[1] Councillor Berrill – offered his apologies for being unable to be present for his surgery at 7.00pm and the Chairman indicated that he had taken the details of a constituents concern.

[2] Church Wall – There were concerns at the state of the church wall, a section of which had already collapsed. This was a maintenance responsibility of Stirling Council and Councilor Berrill was asked to raise this matter with the appropriate Council Service for urgent attention.

[3] Rose Beds – it was reported by MC that following CC representations, the Council was preparing to replant the rose beds on Main Street and improve the planting around the fountain. MC was congratulated on his efforts.

[4] Gargunnock Newsletter – it was indicated by MC that it was hoped that a new edition of the community newsletter would be issued over the next couple of weeks.
