Minutes of the Meeting held on March 24th 2009

 Minutes and Matters Arising

Adoption was proposed by Maitland Clark and seconded by Edmond Mansion.  There were no matters arising not otherwise on the agenda.

Community Police Officer

KK indicated that there was little to report since the last meeting – speeding on Station Road and a Breach of the Peace. It was also noted that speed cameras were now operating on the A811. There were no issues raised from the floor other than some vandalism to daffodils in George Place.

Action: Noted

 Proposed Housing in Gargunnock

There was no further information on the progress with the Council’s bid. The Secretary had indicated to Tony Cain [TC], Head of Housing, that while the Community Council was very supportive of the proposal for new social housing, there were serious reservations about the proposed site and, therefore, there was a need to consider other locations in the village. TC agreed that a meeting on this would be useful but felt that the Council administration was keen on the Community Centre site as a ‘quid pro quo’ for the decision on the Community Centre itself. This was not the view of DC who had attended the Council meeting where the decision on the Community Centre had been made.

Against this background it was agreed that the housing questionnaire should now be issued to all residents so that the views of the whole community on this issue could be gauged.

Action: [1] The Secretary to keep in contact with Tony Cain to monitor the status of the Council’s housing bid and in due course meet to discuss alternative sites in the village

[2] The housing questionnaire survey to be issued to all residents as soon as practicable with a view to analysis prior to the next meeting of the Community Council.

Beeches Path Maintenance

The Secretary reported that some work had now commenced on the improvement of the Beeches Path and that the Community Council had been successful in obtaining a Community Pride Grant of £495 to cover the cost of aggregate for the path surface. There was some discussion of the logistics and potential timing of completing the final phases of the work

Action: Secretary to liaise with Stirling Council and CSBO re the final completion of the path improvement project

Remembrance Day Service 2009

The Community Council had received an invitation from the Gargunnock Parish Kirk Session to take part in the annual Remembrance Day service in 2009. This would involve ‘inter alia’ the purchase of a wreath and reading of a lesson. There was unanimous agreement that the Community Council should support this event.

Action: Secretary to write to the Session Clerk to confirm the Community Council involvement in the 2009 Remembrance Service

National Spring Clean April 2009

Keep Scotland Beautiful have organised an environmental clean up event throughout April and Stirling Council had written to the Community Council indicating they could support any activities carried out in Gargunnock. Following discussion it was considered that it would be appropriate to forward information about this event to the Village Youth Group for their consideration

Action: Secretary to forward information on the National Spring Clean event to the Youth Group Leader

Secretary’s Report

The following items of correspondence had been received since the last meeting:

Letter from Stirling Council re a meeting on the Single Outcome Agreement. The Community Council was invited to a meeting on the 25th March re the SOA process in the Stirling Area. Following discussion it emerged that the Community Council could not be represented and it was felt that more community friendly outreach methods would be necessary to get meaningful community engagement with this process.

Action: MM to raise the Community Council concerns with the relevant Council officials

Notice of a Renewable Energy Event in Fintry The CC had received a flyer regarding a two day renewable energy event in Fintry to be held on the 8th and 9th May 2009.

Action: Notice of the event to be posted on the village noticeboard

Treasurer’s Report

The Treasurer reported that the Community Council account currently stood at £1443.63 of which £495.00 related to the Community Pride Grant

Other Business

[1] Councillor O’Brien – indicated that he had been involved in the decision to make an additional one-off grant available to the Community Centre in the current financial year to assist with running costs and had also called for a site visit prior to the determination of a planning application in the village.

[2] Water Leak – MC indicated that he had noticed a flow of water down Main Street of which the utility services did not appear to be aware. It was agreed this should be investigated further to try and establish the source of the leak prior to contacting the relevant service.
